The EPC provides an indication of the designed energy efficiency of a building.  It does not reflect how the building is actually being operated.  A Display Energy Certificate is a complimentary  assessment process that will provide an indication of how efficiently the property is operated compared to an equivalent reference building.

Energy Performance Certificate 

If you want to sell or let your commercial property, you will need to have a valid commercial EPC before the property is placed on the market.

​

The buildings potential carbon emission efficiency is rated on a scale of A+ to G (A+ indicating net zero and G being the worst performing).  Additionally as part of the assessment a system generated 

Recommendation Report (with suggested improvements) and a breakdown of the energy performance will also be provided.

On completion the assessment is lodged on the publicly accessible register; enter the property post code to access the records.

EPC Levels

We are accredited to complete all levels of non domestic EPC assessments other than Level 5 which are defined as complex buildings with features like atriums, automatic blind controls, and advanced ventilation systems.

BRUKL assessment

​A Building Regulations UK Part L (BRUKL) compliance report and certificate is required for all new commercial and non-domestic dwellings, or refurbishment projects over 50m2, to prove they have been designed and comply with UK building regulations.  This can be undertaken at both the design and As Built stage.  If necessary a recommendation report can be prepared to indicate where changes are required in order to achieve compliance.

Non Domestic Energy Performance Certificates

Under the Energy Performance of Buildings (England and Wales) Regulations (EPBR), it is a legal requirement to produce an Energy Performance Certificate (EPC) for commercial buildings constructed, sold, or let after 2008 in the UK.

​How can we assist 

We can assist by preparing an assessment identifying the potential changes required to improve the asset rating to achieve the necessary standard.  This is achieved by

  • Generation of the current EPC baseline model, if not available.

  • Reviewing the impact of potential changes and improvements

    • Use of actual plant performance data rather than default values

    • Investment in system and plant upgrades

Future Changes

Although waiting to be confirmed by the UK Government a recent consultation had considered tightening the standard with an interim target of EPC C by 2028, and EPC B by 2030.
 

MEES Penalty Charges 

There is a financial penalty for non-compliance which is based on 10-20% of the rateable value of the property up to a maximum of £150,000 per breach. The landlord in breach may also be identified on a public register giving details of the breach.

There are some exemptions:

  • If the consent of a third party is required to carry out works but this is refused (such as a local planning authority)

  • When improvements would result in a devaluation of the property by 5% or more, or if the works would damage the property

  • When all cost-effective improvements have been carried out, but they did not result in an EPC rating of E or better.

  • Where the cost of purchasing and installing a recommended efficiency improvement would not meet the 7-year payback test.

Exemptions require registration in advance on a Government register and need to be renewed at least every 5 years.

Minimum Energy Efficiency Standard (MEES)
 

Please contact us if you require a MEES review of your non domestic property.

From 1 April 2018, landlords of non-domestic private rented properties (including public sector landlords) may not grant a tenancy to new or existing tenants if their property has an EPC rating of band F or G (shown on a valid Energy Performance Certificate for the property).

From 1 April 2023, landlords must not continue letting a non-domestic property which is already let if that property has an EPC rating of band F or G.
